Starkeep Fenris is a Procyon Navy base located nearby the Cat's Eye Black Hole, specifically to the north-east of it. Starkeep Fenris appears in Locusts, although as it is located on the opposite side of the map of where most of the fighting takes place, it is seldom seen by players.

Starkeep Fenris appears in the north-east corner of Locusts' map, opposite of where the Procyon Main Fleet and both of Frakes' Privateer fleets start. The Procyon Reserve Fleet starts nearby Starkeep Fenris. One way for the Procyons to win Locusts is to safely escort Duke Fenras' Ice Fist, PSR Starhunter, to Starkeep Fenris.

- Starkeep Fenris is called Base_Procyon2 in the files.
- Although Starkeep Fenris appears to have a dock, it is non-functional, meaning Procyon ships in Locusts cannot use Starkeep Fenris for repairs without modifications. Other notable problems with the base include the flag not attached to the mast, the rear Plasma Cannons facing inward toward the base, and multiple unused weapon mounts.
