Starkeep Cerberus is a Procyon Navy base. Starkeep Cerberus guards the Terran-Procyon border, overlooking the northern section of a valley that leads to the Imperial base, Outpost Perseus. Starkeep Cerberus notably features a ring around it, this ring has most of the base's weapons mounted on it. Immediately south of Starkeep Cerberus is a Minefield, occupying most of the northern valley floor.

The close proximity of the Imperial base, Outpost Perseus, to Starkeep Cerberus was the cause of concern amongst the Procyon Brood Consul, who decided to launch an assault to rid the border of Terran presence. News of the impending Procyon assault gave the Terran Empire a justification to launch their own counter-attack, in an attempt to eliminate the Procyon presence at that section of the border. Starkeep Cerberus is located at the northern section of Border Dispute's map, overlooking the northern exit of the valley. Starkeep Cerberus serves as the Procyon base during gameplay, allowing the Procyons to repair their ships there. The Procyons must prevent the Royal Navy from destroying Starkeep Cerberus, as the destruction of Starkeep Cerberus is the victory condition for the Terran Empire.
