Locusts is a Historical Skirmish between the Procyon Navy and Frakes' Privateers, who work for the Terran Empire. Locusts is a 4 player Skirmish, with 2 Procyon players and 2 Pirate players. The objective of the Pirates is to capture Duke Fenras, who is on the Ice Fist, PSR Starhunter, this can be achieved by capturing his ship. The Procyons' objective is either to eliminate all Pirate ships, while preventing the capture or destruction of PSR Starhunter, or to escort PSR Starhunter to Starkeep Fenris.
During the Great War, Captain Frakes, an infamous pirate leader, took up a privateer contract against the Procyons and proved to be a thorn in their side for years. His greatest victory was destroying Duke Fenras' Command fleet while it was limping back into Proc territory for repairs. Frakes used a wave of small, fast ships to overwhelm the beleaguered Procs and capture the Duke for ransom.

Locusts' most notable feature is the Cat's Eye Black Hole in the centre of the map, at the south of the map there is an asteroid belt, and at the north there are several medium sized islands that form an N shape, the north-east corner of the map has the Procyon base, Starkeep Fenris, however, this is rarely seen as most of the combat takes place on the western side of the map. Duke Fenras' Command fleet starts directly west of the Black Hole, and is surrounded by both Pirate fleets, Frakes' Privateers A (just Frakes' Privateers in files) to the north and Frakes' Privateers B (Jimbo's Raiders in files) to the south. The Procyon Relief fleet, consisting of one Frigate and three Gunboats, is located at Starkeep Fenris, east of where Frakes' Privateers A is located.
